Background Information:

The natural resources in Nigeria especially Oil and Gas sector in Niger- Delta represents a paradox- a major source of income, and a source of major misery.

Oil is the most dominant in Nigeria’s economy and generates an extensive majority of Government revenues. A significant level of Corruption in Nigeria exists within the Oil sector.

The Niger Delta region has in the past 2 decades experienced prolonged violent conflicts. At the roots of these conflicts are the genuine pursuit of the people for sustainable development that is based on social justice, equity, fairness, and environmental protection. Oil companies are developing and implementing initiatives and community empowerment frameworks through corporate, social responsibility projects and memorandum of understanding with communities.

Project Goal:

The project goal is to improve the relationship between host/oil-producing communities and oil companies, reduce tension between them and governments and increase benefits accruing to communities.

Project Objectives:

SERAP seeks to strengthen the benefits accruing to host/oil-producing communities by empowering communities to demand accountability from the government and private sector actors.

Scope of Work:

The media advisor is expected to help SERAP to:

1: Design and produce creative content for use on radio stations across the selected states in the Niger Delta to increase public awareness, thereby empowering communities to demand accountability and transparency from the government and private sectors.

2: Design and implement a SERAP media advocacy campaign on the radio for the project duration, supporting SERAP’s transparency and accountability campaign in the oil and gas sector.

3: Develop content and media strategies to be used for radio media activities.

4: Coordination and management of all SERAP’s radio media activities which includes content creation and interviews.

5: Identify and develop storylines for radio media.

6: Prepare effective and efficient media strategies and guidelines.

7: Seek SERAP’s approval on developed documents and contents.

8: Coordinate and implement SERAP’s media advocacy on the radio.

Deliverables:

1: The media advisor will be required to provide a detailed proposal of his/ her implementation plan and strategy including his/her past works.

2: Submit a concept note detailing the work plan, list of proposed radio stations per zone, methodology, and sequence of activities.

3: Developed creative content/storylines on SERAP’s anti-corruption advocacy initiatives for radio interviews, series, and interactions.

 4: Radio programs that showcase SERAP’s anti-corruption advocacy initiatives on radio stations in selected states in South East, South West, and South-South Nigeria.

5: Submit a monthly/regular report during the duration of the contract.

6: Submit a final report at the end of the contract.

Duration:

The duration of the assignment is three (3) months, covering the commencement of the project to the submission and acceptance of the final deliverable by SERAP.

Time shall be of the essence in the delivery of obligations under reference throughout this program.
